2024-002 - Summer positions - Deadline: April 19, 2024

PARK MAINTENANCE LABOURER (2 positions)
The individual will perform daily tasks such as visual inspection of structures, daily maintenance of all safety surfaces in the 4 parks owned by the municipality, and preparation of all parks for spring opening. They will also clean all park areas, including garbage collection, trim edges during the season. Duties will also include custodial services for the washrooms and changing rooms at the wading pool and High Falls Park. The individual will also perform daily inspection of the wading pool and report any defects to the Director of Recreational and Leisure Services. Daily maintenance of the 2 ball fields, preparation of fields for recreational and competitive leagues during weekends for tournaments or field rentals, as well as cleaning the wading pool building on weekends. Knowledge of ball field maintenance equipment operation is necessary. Valid driver's license required. 

18 weeks - 30 hours per week - $19,00 per hour - Anticipated start date : April 22, 2024

TOURIST KIOSK ATTENDANT (1 position)
The individual will operate the tourist information center and museum in Casselman. The position requires greeting visitors, promoting local businesses, and informing visitors about all open sites in the area. The individual must be knowledgeable about the Prescott & Russell area and able to guide any visitor using a map on how to reach the site. They will learn the past history of the Municipality of Casselman while presenting artifacts from the past to visitors inside the museum. The individual will also create displays in the tourist office to promote local activities and places to visit. Keep the office clean and welcome visitors. Opening hours are Tuesday to Saturday from 9:00 am to 5:00 pm.

17 weeks  - 35 hours per week - $18,00 per hour - Anticipated start date: April 22,2024 

PUBLIC WORKS LABOURER (2 positions)
The public works laborer will learn to operate various tools for road maintenance. Tasks will include, but not limited to: street sweeping, fence repairs, painting fire hydrants, painting street poles, lawn mowing. The worker will learn all tasks related to public works. It is preferable for the individual to have a G-2 driver's license.
35 hours per week - $19,00 per hour
Position No1: 17 weeks - Anticipated start date: April 22, 2024
Position No2: 8 weeks  - Anticipated start date: June 24, 2024

RECREATIONAL FACILITY ATTENDANT (1 position)
The individual will support the team in the daily operations tasks of the JR Brisson Complex. Preparation of the ice in anticipation of the Complex reopening in August. Various equipment and community room maintenance tasks. Painting, sanitation cleaning throughout the Complex.

9 weeks - 30 hours per week - $19,00 per hour - Anticipated start date : June 24, 2024

2024-003 - Director of Operations and Human Resources - Deadline: May 1st, 2024

Are you a versatile manager whom staff can rally around? Are you an expert in human resources? Is your reputation as a negotiator well-established? The municipality of Casselman is looking for someone like you!

POSITION SUMMARY:
As Director of Operations and Human Resources, you will be the right hand of the general manager, a key member of senior management. This position demands a strategic vision, expertise in operations management and human resources, as well as the ability to represent the municipality's vision in internal and external negotiations. In terms of human resources, you will act as an advisor, overseeing recruitment, orientation, policy development, assisting service directors, and managing disciplinary issues.

PRIMARY RESPONSIBILITIES:

  • Work closely with the General Manager to establish and implement corporate objectives, thereby contributing to the realization of the municipality's vision and priorities.
  • Play a central role in negotiating and representing the municipality in interactions with external parties, including municipalities, government agencies, community partners, or private enterprises, as well as internal negotiations. Ensure the protection of the municipality's interests while seeking mutually beneficial outcomes.
  • Develop and maintain human resources policies, lead hiring processes, and facilitate effective orientation for new employees. Establish and oversee a staff performance management process.
  • Provide assistance to service directors in all aspects of human resources, including problem-solving and disciplinary management.
  • Intervene to resolve complex operational issues or emergency situations within the municipality, including coordinating emergency responses and mediating conflicts.
  • Ensure effective coordination of operations, special projects, and municipal resources.
  • Ensure effective communication in both official languages, both internally and externally.
  • Monitor and efficiently manage a portion of the municipality's operational budget.
  • Identify cost optimization opportunities while maintaining service quality.

EDUCATION AND EXPERIENCE:

Education and experience:

  • University degree in business management, human resources, public administration, or a related field, or equivalent experience.
  • At least 5 years of relevant experience in operations management, preferably within a municipality or public administration.
  • Experience in human resources management, including recruitment, disciplinary management, and HR policy development, is an asset.
    In-depth knowledge of municipal operations, municipal laws and regulations, and decision-making processes.

  • Ability to exercise independent leadership and make crucial decisions for the municipality's success.
  • Implement strategic decisions, supporting the general manager, to achieve organizational objectives, considering long-term impacts and associated risks.
  • Guide operational teams in complex contexts, ensuring consistent direction and fostering a culture of excellence.
  • Demonstrate exceptional judgment in resolving critical operational problems, even in demanding or unexpected situations.
  • Ensure resource and budget management judiciously, optimizing outcomes while maintaining service quality
  • Discretion and confidentiality in handling sensitive information.
  • Excellent interpersonal and communication skills, with the ability to work under pressure and adapt to diverse tasks.

SALARY RANGE: $93,440 à $113,686
