Casselman Property Standards Bylaw 

The Property Standards Bylaw 2015-036 provides standards for the maintenance and occupancy of property in the Municipality of Casselman.

Key points 

The bylaw sets the rules for property owners and dwelling occupants in terms of building repair, maintenance and occupancy. 

The Property Standards Bylaw regulates: 

  • Structural standards 
  • Sewage and drainage 
  • Vacant buildings 
  • Damaged buildings 
  • Exterior walls, roofs, doors and windows 
  • Foundations and basements 
  • Stairs, balconies, porches and other platforms 
  • Walls, ceilings and floors 
  • Plumbing and water
  • Heating systems and ventilation 
  • Electrical services and lighting 
  • Walkways, fences and barriers 
  • Kitchen and bathroom 
  • Fire escapes, alarms and detectors 
  • Accessory buildings 

Enforcement 

The Bylaw Officer may order repair or clearing of a property that does not meet property standards where the cost of doing the work does not exceed $20,000. Where the cost exceeds $20,000, the order has to be authorized by Council. 

Penalty 

A person failing to comply with an order and convicted of an offence is liable to a fine of no more than $50,000 for a first offence and up to $100,000 for a subsequent offence.

A Corporation convicted of an offence may be liable to a fine of $100,000 for a first offence and $200,000 for a subsequent offence
