According to the Building Code Act, you must obtain a permit to build, renovate or expand any building or structure larger than 15 square meters (161 square feet). In Casselman, the Construction Department is responsible for issuing building permits.

What is a Building Permit?

It is a document that authorizes you to begin a construction project.

Why is a Building Permit Required?

Through building permits, the Municipality of Casselman may protect everyone’s interests: yours and the community’s. By reviewing and approving your plans prior to the start of construction work, we ensure that the buildings will comply with the requirements of the:

  • Ontario Building Code
  • Village of Casselman Zoning Bylaw
  • Environmental Protection Act

You must apply and obtain a permit before construction begins. After the permit is issued, a building inspector will visit your construction site.

What Projects Require a Building Permit?

The following is a list of common projects that require a building permit. The list is not exhaustive. If your project is not on the list or if you are unsure about the requirements, please contact the building inspector.

  • All new construction: houses and all types of residential buildings; commercial, industrial, institutional and agricultural buildings
  • Construction of an accessory building (garage, shed) with a floor area of more than 15 square meters (161 square feet).
  • Modification or expansion of an existing building, including the addition of carports, attached garages, new rooms, storeys, balconies and decks.
  • Total or partial demolition of a building
  • Excavation work for the construction or expansion of a basement
  • Foundation repairs
  • Finishing a basement (bedroom, bathroom)
  • Installation of doors and windows, if it modifies the frame of the building
  • Work that modifies the structure of the building, for example, removing a load-bearing wall or partition
  • Installation of a wood stove, furnace, fireplace, chimney or any heating system
  • Installation or alteration of the plumbing system
  • Installation of a sign or a tower
  • Installation of a pool or a spa; or an enclosure around them
  • Installation of a wheelchair ramp
  • Alteration or installation of a new rooftop structure (except the replacement of asphalt shingles)
  • Installation of rooftop solar panels that cover an area of more than 5 square metres
  • Construction of a retaining wall higher than one metre
  • Change in the use of a building, for example changing from residential use to commercial use

What Projects Do Not Require a Building Permit?

The following is a list of common projects that do not require a building permit. The list is not exhaustive. If your project is not on the list or if you are unsure about the need for a permit, please contact the building inspector.
  • Interior finishing work; decorating; painting; installation of trims, mouldings and baseboards
  • Installation of kitchen cabinets
  • Replacement of same-size doors and windows
  • Re-cladding or replacement of gutters on a building
  • Replacement of asphalt singles on a roof
  • Installation of a fence around a property
  • Interior renovations: replacement of drywall, bathtub or toilet
  • Paving of a driveway
  • Installation of ground level solar panels
  • Installation of an air-conditioning system
  • Electrical work - you must obtain a permit from the Electrical Safety Authority
  • Septic system and tile bed work - you must obtain a permit from the South Nation Conservation Authority

Starting a Project Without a Building Permit

If you start construction prior to obtaining a permit and required authorizations, the inspector may order the work to stop, or even to remove work already done. You will also have to pay the cost of the permit and may receive a fine.

How to Obtain a Building Permit?
  1. Download and fill out the form for your type of construction project.
  2. Attach all information and additional documents required for your type of project.
  3. Submit all documents to Casselman Town Hall between 8:00 am and 4:00 pm, Monday to Friday. The fees are payable when the permit is issued.
